In July of 1987 three pastors, Rev. Duane Moss of First Christian Church, Rev. John Lefler of Free Methodist Church and Rev. John Dickey of First United Methodist Church, met to discuss how they might meet the needs of the community more effectively and efficiently by working together. Rev. Dickey was aware of a program in Bedford, Indiana which had been quite successful and the idea was to use their model in providing assistance.

The doors opened at 27 S. Indiana St. in Mooresville in a storefront owned by the United Methodist Church on October 19, 1987. Kathalee Mills was the first Director and she and the volunteers worked with Kerosene heaters and donated goods.

The first board meeting minutes were taken on October 15, 1987. There being no officers, Delbert Chafey volunteered to lead the first meeting. Proposed bylaws were presented and reviewed, with voting to be at the next meeting.

In the first three months, 63 people were helped with food and 59 families with clothing. The proposed budget for 1988 was $7,625.00, broken down as follows; "FISH" (food) $1800, laundry needs (they originally washed donated clothing) $250, "Reach Out & Touch Someone" $475 (for phone service), emergency fund for transients $1000, and administrative costs $4,100.  The first quarter of 1998 162 households received food, 248 households got clothing, and four households received financial assistance.

In just 10 years, the budget for 1997 was $15,906.00. Food $8,100, clothing $200, emergency care (utilities, transportation, medical and transient) $600, utilities $2,676, and administrative $3,910.
